Land reform that works: City delivers title deeds to residents in Bishop Lavis

The City is building a stronger Cape Town through its innovative Title Deed-to-Door programme. Twelve more Bishop Lavis families residing in City public housing rental units received their title deeds from the City. In the coming months, the City’s teams will be across the metro to deliver more title deeds to qualifying beneficiaries.
The Mayoral Committee Member for Human Settlements, Councillor Carl Pophaim and teams in the Human Settlements Directorate visited twelve families in Bishop Lavis to deliver title deeds as part of the City’s Deeds-to-Door programme through which almost 6 000 have been delivered of the 10 000 target.
‘This marks another significant milestone for the twelve families in Bishop Lavis as they received their title deeds. Our Human Settlements teams are on the ground on a daily basis in areas across the city to identify potential beneficiaries as well as to deliver title deeds to those qualifying families. In 2025, the City will be building on the success of the 2023-2024 leg of the Deed-to-Door campaign, and we are looking forward to celebrating with more families in the coming weeks,’ said Councillor Pophaim.
A 56-year old title deed recipient, Deon Carelse said: ‘We are happy to receive our title deed from the City through the Deed-to-Door programme. My family and I have been waiting for this special moment.’
Title deed beneficiary Mark de Jongh, 56, said: As a family, we are grateful to receive the deed to our family home in Bishop Lavis.’
‘I will be in many more communities this year and we are committed to land reform that works through our various Human Settlements programmes. Our title deeds programme is a testament to our commitment to creating more just and equitable communities where all residents have the opportunity to thrive,’ said Councillor Pophaim.
